About Us
Write Way Communications is a veteran-owned small business located in Northern Virginia, not far from the Pentagon. Frank Milligan is the owner and primary consultant.
In distinguished service in the intelligence, security, investigations, and law enforcement arenas Mr. Milligan achieved the highest rank in the federal civilian service, Senior Executive Service level 6. He is a published writer and has extensive experience communicating effectively in the government and corporate environments as the senior executive of a fee for service federal government agency, as a municipal official, and as vice president of two private corporations.
He has broad experience in making written and oral presentations, developing training programs, employing multimedia presentation techniques, and presenting complex technical information in an understandable way. Some examples include:
 Developed and taught highly effective and well-received writing and presentation techniques classes for the US Office of Personnel Management (OPM).
 Served for six years as founding Chair of the Federal Computer Investigations Committee (FCIC). The committee conducted two to three 40 hr. Continuing Professional Education (CPE) seminars each year on a wide variety of complex technical subjects.
 Regularly made presentations to groups such as: National Meeting of American Bar Association, North American White Collar Crime Conference, and Association of Directors of Investigations.
 Lecturer and instructor at the Federal Law Enforcement Training Center, National Security Agency, and various others.
 Planning Commissioner of one of the fastest growing counties in the United States for 18 years, including four years as Chair and three as Vice-chair.
Mr. Milligan was a 1995 fellow of the Sorenson Institute for Political Leadership at the University of Virginia. He holds a Master of Arts degree in Writing from the Johns Hopkins University and a Master of Business and Public Administration degree in Administrative Management from Southeastern University. He also holds a Bachelor of Arts degree in Psychology from St. Francis College.
